Oceanfront Camping in Maine’s Shopping Capital

Winslow Memorial Park is one of those places that seems too good to be true. A town-owned campground sitting on a grassy peninsula that juts into Casco Bay, five minutes from downtown Freeport and the flagship L.L.Bean store. You wake up to salt air and ocean views, and by mid-morning you can be browsing gear at the biggest outdoor retailer in New England.

The park covers 90 acres on the eastern shore of the Harraseeket River where it opens into Casco Bay. The town of Freeport has operated it as a public campground and recreation area since 1963, when the Winslow family donated the land. Unlike private campgrounds that charge resort prices for ocean proximity, this is a municipal park with rates that reflect its public mission. Freeport residents get a discount, but even non-resident rates are reasonable for waterfront camping this close to Portland.

What makes Winslow Park genuinely special is the tidal flat. At low tide, the water recedes hundreds of yards from the shore, exposing a vast expanse of mud and sand where you can walk out to explore tidal pools, dig for clams, and watch shorebirds work the flats. At high tide, the bay comes right up to the edge of the camping area. The rhythm of the tides becomes the rhythm of your day.

The Campground

Winslow Memorial Park has approximately 100 campsites spread across the peninsula, a mix of tent sites, RV sites with electric hookups, and a few waterfront spots that are the most coveted in the park. The campground is laid out in loops, with the outer loop running closest to the water and the inner loops set back in a mix of open grass and light tree cover.

The waterfront sites along the eastern edge of the peninsula have direct views across Casco Bay. On clear days you can see islands dotting the bay and sailboats moving through the channels. These sites are flat and grassy with little shade, so bring a canopy if you camp here in midsummer. The interior sites are more sheltered, with some tree cover providing shade and wind protection.

RV sites with 20 and 30-amp electric hookups are available in designated loops. There is a dump station but no water hookups at individual sites. Potable water spigots are distributed throughout the campground. The shower and restroom facilities are basic but well-maintained, as you would expect from a town park.

Pro Tip

Book an outer-loop waterfront site if you can. Sites on the east side of the peninsula get morning sun over the bay and are closest to the boat launch and beach area. Freeport residents can reserve earlier than non-residents, so if you know a local, ask about the reservation timeline.

Things to Do

The tidal flats are the main event. At low tide, you can walk out onto the exposed bay floor and explore a marine ecosystem that is usually underwater. Kids love it. Bring a bucket and look for crabs, snails, and clam holes. If you have a recreational clam license from the town, you can dig soft-shell clams right from the park.

Kayaking and canoeing from the park boat launch puts you directly in Casco Bay. Paddle south around the peninsula for views back toward the campground, or head out toward the islands. The Harraseeket River offers calmer paddling upstream. Fishing from shore or by boat is productive for striped bass and mackerel in season.

The park has a small sandy beach area that is usable at higher tides. It is not a long sand beach like you would find at a state park, but it is enough for wading and swimming on warm days. A playground keeps younger children occupied, and the open grassy areas are good for frisbee, soccer, and general running around.

Beyond the park, Freeport itself is the attraction. L.L.Bean’s flagship store is open 24 hours a day, 365 days a year. The Freeport village has dozens of outlet stores, restaurants, and shops within a compact downtown. Wolfe’s Neck Woods State Park is a short drive away with forested trails along the coast and an osprey nesting area.

Tidal Awareness

The tidal flats can be disorienting when the tide turns. Water comes in faster than you expect across flat ground. Keep an eye on the tide schedule and do not wander too far out, especially with children. The park posts tide charts at the camp office.

Campground closes late September. The park grounds may remain accessible for day use but camping is not available.

Getting There

From Portland, take I-295 north to Exit 22 for Freeport. Turn right onto US Route 1 south and follow it through Freeport village. Turn left onto Staples Point Road, then follow signs to Winslow Memorial Park. The park entrance is at the end of Staples Point Road, about 1.5 miles from Route 1. The whole drive from downtown Portland takes about 25 minutes without traffic.

From Bangor, take I-95 south to I-295 south. Follow I-295 to the Freeport exits and proceed as above. The drive is about two hours.

Local's Tip

Hit L.L.Bean first thing in the morning before the campground gets going. The store is open 24 hours, so you can grab any forgotten gear at 7 AM before the crowds arrive. The L.L.Bean Outdoor Discovery School also runs kayaking, stand-up paddleboarding, and fly fishing classes right from the Freeport waterfront if you want a guided experience.
